We know lobbyists use a lot of energy to plan how they should convey their messages to political decision makers. At the same time, the question of how lobbyists communicate has been largely ignored in the academic literature. Such knowledge could aid our understanding of what lobbyists do and how they influence the democratic process.

This PhD-project will use rhetorical theory to study how lobbyists communicate. It will explore what kind of rhetorical proofs lobbyists typically rely on and how they use appeals to the public interest to further their private interests. An important distinction will be whether organisational type and organizational resources influence what kind of rhetoric lobbyists rely on.

To answer these questions, I will use a unique research design that combine the benefits of case-study research with the benefit of quantitative analysis. Through a study of the meeting protocols of the Committee for Energy and the Environment in the Norwegian parliament, Stortinget, from 1997-2017 I will make a quantitative analysis of the lobbying against the committee during this period. Based on this analysis a sample of 2-4 case studies will be chosen for in-depth analysis and provide the basis for the analysis of the rhetoric of lobbyists.

In the lecture I will present some of the preliminary findings from the study of the meeting protocols and some findings from an ongoing case-study analysis of the electrification the entire Utsira High oil field.
