Communication professionals, individuals responsible for communication and media relations, have become a natural and prominent part of most organizations. Increasingly, they are also found in public bureaucracies, such as ministries and agencies. An emerging literature has documented that non-partisan communication professionals in public bureaucracies have various titles and perform various tasks across different countries and levels of government. Still, there has been little scholarly agreement on what defines the communication professionals in public bureaucracies, there are few true comparative efforts, and there is a lack of theoretical concepts and perspectives to guide the empirical work. In this article, we argue that communication professionals in ministries should be understood on a continuum between two ideal types: the Government Information Provider and the Government Spin Doctor. We argue that these ideal types are constituted by six dimensions: background, bureaucratic values, loyalties, reputational concerns, contact patterns, and actual tasks. Drawing on surveys and in-depth interviews, we apply the framework on a study of communication professionals in Norwegian ministries.
